In March 2006, MDHS in compliance with a state legislative mandate released a major
report, Equity: Moving toward Better Outcomes for All of Michigan's Children,
examining why African American children and other children of color were over-represented
in the child welfare system. The report was a culmination of over two years
of work in which the Overrepresentation Task Force held numerous meetings, public
hearings and focus groups receiving testimony from hundreds of individuals across
the state about racial disparities within the child welfare system.
The
Race Equity report clearly demonstrated that at every decision making point
of the child welfare continuum, African American and American Indian children
and families are represented in numbers that far exceed their relative proportion
of the population. To address this issue of overrepresentation and racial disparities
in the child welfare system, the Equity report laid out an outline with specific
recommendations for action.
