Program Overview

Parmenter CJC is a 13-bed, low security community based facility for male delinquent and neglected youths from the ages of 14-20.

Mission Statement

Parmenter Community Justice Center (PCJC) will provide young people and their families with the opportunity to successfully reintegrate into society. Personal growth and competencies are developed in a safe and caring environment, while demonstrating accountability to victims and the community through social, educational and employment experiences.

Treatment

  • Development of individual goals that are expected to be met prior to release.
  • Family sessions as requested and as needed.
  • Home visitation/daily program visitation if possible.
  • Release planning.
  • The treatment plan is developed with the input from the youth, his family, the juvenile justice specialist, the PCJC reintegration specialist, and the court.

Educational Highlights

  • 3 colleges/universities within close proximity.
  • Excellent relationship with the Bay City Public Schools.
  • Bay-Arenac Adult Education/GED/Career Center.
  • Two alternative high schools.
  • Vocational opportunities (nursing assistant, welding, cosmotology).
  • Contracted drivers education classes.
  • On site Title I tutor.
  • Program support for extra curricular activities (i.e. sports, music, drama, art).

Employment

  • Pre-employment training and orientation.
  • Onsite employment coordinator.
  • Utilization of MISTY Services to help prepare, secure, and maintain employment.
  • Training/Services through Michigan Works, Michigan Rehabilitation Services and community collaboration.

Counseling

  • Parmenter staff provide reality based counseling and crisis intervention.
  • All residents are assigned an advocate (youth specialist) who provides weekly progress sessions.
  • AA/NA meetings are available throughout the community as requested or needed.
  • House meetings are held weekly to discuss group living issues and general information.

Therapy

  • Private contractors provide individual therapy primarily focusing on substance abuse, sex offender, anger management and family issues.
  • Sessions are arranged as requested or needed.

Life Skills

  • Weekly classes are conducted which promote growth and independence in the essential life skill areas.
  • Individual assistance is provided as residents prepare for release to live independently.
  • Parmenter CJC/Supervised Independent Living (PCJC/SIL).
  • Staffing to provide assistance and supervision to state/court wards living independently in Bay County.
  • A 6-month tracking scheme is developed to provide ongoing services.
  • Support is provided in all areas of community living (counseling, transportation, monitoring and problem solving).
  • A working relationship is established with private agencies providing SIL services if needed.

Ancillary Services

  • Onsite drug/alcohol testing.
  • Balanced And Restorative Justice (BARJ) component.
  • Residents are required to complete 50 hours of restorative justice/community service time while in the program.
  • Memberships for residents at New Body Fitness and the YMCA.
