AIR QUALITY DIVISION

PART 55, AIR POLLUTION CONTROL, NATURAL RESOURCES AND ENVIRONMENTAL PROTECTION ACT, 1994 PA 451, AS AMENDED. The department intends to develop proposed revisions to the air pollution control rules (ORR 2004-006EQ, 2004-007EQ, and 2004-008EQ). The proposed amendments will add a new Part 18, New Source Review for Major Sources of Air Pollution, R 336.2801 to R 336.2803. These new rules consist of two permitting programs: Prevention of Significant Deterioration (PSD) and nonattainment area New Source Review (major NSR). In addition, the definitions for PSD and NSR in Part 1, General Provisions, will be modified as necessary. In Part 2, Air Use Approval, R 336.1220 will be rescinded and the citations in the other NSR rules will be modified as necessary. The second stakeholders meeting will be held on Wednesday, April 7, 2004, at 9:30 a.m. in the ConCon Room, Constitution Hall, 525 W. Allegan Street, Lansing, Michigan. PUBLIC MEETING REGARDING REISSUANCE OF PERMIT TO DOW CHEMICAL COMPANY, MIDLAND, MIDLAND COUNTY (MI0000868). The department proposes to reissue a major permit to discharge 35 million gallons per day of treated process wastewater, storm water runoff, and other miscellaneous wastewater; and 5 million gallons per day of storm water runoff to the Tittabawassee River. A public meeting to explain the draft permit and to answer questions from the public will be held at the Grace A. Dow Memorial Library, Auditorium, 1710 West St. Andrews, Midland. A public hearing will be held to record comments for the record at 6:00 p.m. on April 28, 2004, at the Grace A. Dow Memorial Library, Auditorium, 1710 West St. Andrews, Midland. DEADLINE FOR PUBLIC COMMENT REGARDING FEDERAL CONSISTENCY REVIEW OF THE DREDGING OF RECREATIONAL BOATING CHANNELS THROUGH MAUMEE BAY, THE OTTAWA RIVER, HALFWAY CREEK, AND HOOPER RUN, ERIE TOWNSHIP, MONROE COUNTY, MICHIGAN. The proposed dredge project includes a channel through the Ottawa River and Maumee Bay (approximately 250,000 cubic yards) and a separate channel connecting Halfway Creek and Hooper Run (approximately 138,000 cubic yards) in Monroe County, Michigan, proposed by the U.S. Army Corps of Engineers, Buffalo District, to remove shoaling and provide access in the shallow water areas for recreational boaters. Portions of this project are outside of Michigan’s State Boundary. Except for the Ottawa River channel, all dredged material will be disposed of in an existing designated open-water disposal site in Ohio waters of Lake Erie. Dredge material from the proposed Ottawa River channel will be disposed of in an existing confined disposal facility in Ohio. The Michigan Coastal Management Program will be reviewing the dredging proposal for consistency with Michigan’s Coastal Management Program. DEADLINE FOR PUBLIC COMMENT REGARDING CITY OF ESCANABA GENERATING STATION (SRN: B1573), ESCANABA, DELTA COUNTY, for the proposed approval of the Renewable Operating Permit for the city’s electricity generating plant. The draft permit is intended to simplify and clarify the facility’s applicable requirements and will not result in any air emission changes at the facility. The draft permit is a renewal of Renewable Operating Permit No. 199600167, which was issued to the facility on January 5, 1999.
