DEARBORN INDUSTRIAL GENERATION, DEARBORN, WAYNE COUNTY. The Air Quality Division is taking public comment until August 4, 2003, on a draft Permit to Install and draft Consent Order. The draft permit is for modification of the power generation facility. The proposed modifications include an increase in sulfur dioxide emission rates from three existing boilers and an increase in stack heights for the three existing boilers. The draft Consent Order is to administratively resolve alleged air pollution violations. The facility is located at 2400 Miller Road, Dearborn. HOLCIM (US) INC., DUNDEE TOWNSHIP, MONROE COUNTY, proposed conditional approval for a Permit to Install application to burn alternative fuels and materials (AFM) in the existing kilns. The facility is located at 15215 Day Road, Dundee Township. Additionally, this comment period will meet the requirements for the proposed approval of a draft initial Renewable Operating Permit (ROP) which covers the operation of Holcim’s existing portland cement manufacturing facility, including the ability to burn AFM in their existing kilns. AIR QUALITY DIVISION

MINERGY DETROIT L.L.C., DETROIT, WAYNE COUNTY, proposed conditional approval for a Permit to Install application for revision of the permitted glass aggregate facility. The revisions consist of raising the sulfur content of the coal; the addition of a polishing scrubber along with raising the stack height for the glass furnace; and increasing the utilization of the standby boiler along with a dedicated stack. In addition, other design changes consist of revising the exhaust configuration of the ash silo and the addition of two dry sludge storage silos and three coal bunkers with baghouse controls. The facility is located at 7819 West Jefferson Avenue in Detroit. Note: This hearing was previously scheduled for June 25, 2003. Due to expected traffic problems from the Freedom Festival fireworks on June 25, 2003, this hearing has been postponed until July 29, 2003 (see July 29 listing in this calendar). The Michigan Department of Environmental Quality has received an application for Clean Corporate Citizen (C3) designation from the above listed ADAC Automotive facilities as provided for under Administrative Rules R324.1507 to R324.1511: Clean Corporate Citizen Program. A decision on the C3 designation approval or disapproval will be made by August 16, 2003. The C3 program provides incentives for improved environmental protection. Regulated establishments that have demonstrated environmental stewardship can receive C3 designation and public recognition for their efforts and are entitled to certain regulatory benefits. GEOLOGICAL AND LAND MANAGEMENT DIVISION
|
On June 17, 2003, DEQ Director Steven E. Chester designated Saginaw Bay and Grand Traverse Bay as the two pilot areas subject to special review procedures for the removal of vegetation from exposed bottomlands under recent amendments to Part 303, Wetlands Protection, and Part 325, Great Lakes Submerged Lands. The designated Saginaw Bay pilot area is defined by a line drawn between Au Sable Point in Iosco County east to Point Aux Barques in Huron County. The designated Grand Traverse Bay pilot area is defined by a line drawn between Leelanau State Park in Leelanau County east to the Antrim/Charlevoix county line. These amendments require the DEQ Director to designate two pilot areas of Great Lakes shoreline where the removal of vegetation between the ordinary high water mark and the water’s edge will be allowed without a permit. Instead, property owners in those pilot areas must make a written request and obtain a letter of approval from the DEQ before legally removing vegetation in Saginaw Bay and Grand Traverse Bay. Lakefront property owners on the Great Lakes not within these two designated pilot areas must still apply for and obtain a permit for the removal of vegetation. No permit or other approval is needed from the DEQ for any other beach maintenance activity other than the removal of vegetation subject to certain restrictions. Beach maintenance activities are defined as small-scale pulling of vegetation by hand, leveling of sand in non-vegetated areas, mowing of vegetation, grooming of beaches, and construction of a path from the upland directly to the water’s edge, with certain restrictions as specified in the new amendments. Restrictions apply in some areas to protect threatened and endangered species and environmental areas previously designated under state law. Property owners are urged to contact the nearest DEQ district office for clarification before proceeding with beach maintenance activities below the ordinary high water mark. Property owners are cautioned that, except for mowing, federal permits are required by the U.S. Army Corps of Engineers for beach maintenance activities and the removal of vegetation, both inside and outside of the designated pilot areas. PART 55, AIR POLLUTION CONTROL, NATURAL RESOURCES AND ENVIRONMENTAL PROTECTION ACT, 1994 PA 451, AS AMENDED. On June 23, 2003, the department’s proposed amendments to Parts 1 and 2 of the Air Pollution Control Rules (ORR 2002-003EQ and 2002-004EQ) were filed with the Secretary of State and became effective on July 1, 2003. The amendments to R 336.1101, R 336.1103, R 336.1106, R 336.1114, R 336.1116, R 336.1118, R 336.1119, R 336.1201 to R 336.1207, R 336.1212; R 336.1214a, R 336.1216, R 336.1219, R 336.1220, R 336.1240, R 336.1241, R 336.1278, R 336.1278a, R 336.1279, R 336.1281, R 336.1282, R 336.1284, R 336.1285, R 336.1287, R 336.1289, and R 336.1299 address issues raised by the U.S. Environmental Protection Agency (EPA) and the Office of the Auditor General with regard to the New Source Review program, the EPA’s Notice of Deficiency for the Renewable Operating Permit program, and add exemptions from the requirement to obtain a permit to install. The applicant proposes to construct two wells to maintain the summer level of Tull Lake. The Geological and Land Management Division will hold a public hearing at the Traverse City West Junior High School’s “Little Theatre,” 3950 West Silver Lake Road, Traverse City, Michigan. The hearing will be for Permit Application Number 03-28-0035-P, submitted by the Grand Traverse County Road Commission, 1881 LaFranier Road, Traverse City, Michigan. The applicant proposes to build a new road, to decrease traffic volumes and congestion, and improve the east-west traffic flow. The new road is proposed to connect Hartman and Hammond Roads crossing the Boardman River and associated wetland and unnamed streams. DEADLINE FOR PUBLIC COMMENT REGARDING SPARTAN STEEL COATING, MONROE, MONROE COUNTY, proposed Permit to Install application for the proposed revision to the existing hot-dip galvanizing facility and proposed restriction of emissions below major source thresholds. The revisions consist of the addition of an alkaline mechanical brush cleaner, the addition of a fume scrubber, the revision of the exhaust configuration, and the removal of one of the dryers and an application unit. INTENT TO SUBMIT AN APPLICATION FOR CLEAN CORPORATE CITIZEN DESIGNATION, GENERAL MOTORS LANSING REGIONAL STAMPING PLANT. The Michigan Department of Environmental Quality has received notice from General Motors Lansing Regional Stamping Plant of its intent to apply for Clean Corporate Citizen (C3) designation. The C3 program provides incentives for improved environmental protection. Regulated establishments that have demonstrated environmental stewardship can receive C3 designation and public recognition for their efforts and are entitled to certain regulatory benefits. As part of the application process, General Motors Lansing Regional Stamping Plant will be accepting public comments and making its application available for public review until July 29, 2003. RESCHEDULED PUBLIC HEARING AND EXTENDED PUBLIC COMMENT PERIOD REGARDING MINERGY DETROIT L.L.C., DETROIT, WAYNE COUNTY, proposed conditional approval for a Permit to Install application for revision of the permitted glass aggregate facility. The revisions consist of raising the sulfur content of the coal; the addition of a polishing scrubber along with raising the stack height for the glass furnace; and increasing the utilization of the standby boiler along with a dedicated stack. In addition, other design changes consist of revising the exhaust configuration of the ash silo and the addition of two dry sludge storage silos and three coal bunkers with baghouse controls. The facility is located at 7819 West Jefferson Avenue in Detroit. Note: This hearing was previously scheduled for June 25, 2003. Due to expected traffic problems from the Freedom Festival fireworks on June 25, 2003, this hearing has been postponed until July 29, 2003.
