Michigan Environmental Laws And Rules Overview Environmental requirements are included in both state and federal statutes, also called acts, and administrative rules. Most of Michigan's environmental acts were consolidated into the Natural Resources and Environmental Protection Act, 1994, PA 451, as amended (Act 451). Act 451 is organized into sections called "Parts." Be aware that some administrative rules still refer to original environmental act numbers prior to their being included as Parts of Act 451 and that there are other state environmentally-related acts that are not incorporated into Act 451 at this time.
