For the limited time of two years (2006 and 2007), the state of Michigan offered $40 million in grant funds. The grants were available for up to 90 percent of the planning, design and user charge system development costs for prospective State Revolving Fund (SRF) and Strategic Water Quality Initiatives Fund (SWQIF) applicants. Recipients at the time were limited to $1 million in grant assistance and are now required to proceed with construction of an SRF or SWQIF loan. If the applicants choose not to proceed with a SRF or SWQIF loan the grant money must be repaid with interest. As with the revolving fund programs, the S2 Grants Program is a cooperative effort between the Department of Environmental Quality and the Michigan Municipal Bond Authority. Money to establish this program came from the SWQIF. Legislators believe the grants would help communities better afford an SRF /SWQIF loan application whose wastewater needs might otherwise go unmet. Grants were awarded to recipients between November 2006 and June 2007, the $40 million was commited to over 125 grants, totaling 113 projects for planning with 12 projects also including design.
