The Bureau of Human Resources (BHR) is headed by an Administrator, who reports to the OSA.
Human Resources was centralized in 2002 to provide a greater degree of oversight and consistency of HR services. The state was divided into four BHR regions. The regions consist of the current Correctional Facilities Administration regions and one region responsible for central office staff and personnel within the Field Operations Administration.
The BHR consists of four offices: 1) the Office of the Administrator; 2) the Office of Personnel Services; 3) the Office of Equal Employment and Recruitment and 4) the Office of Training. The Personnel Services includes central office Human Resources and all of the field Human Resources offices, as well as the Classification Section, the Labor Relations Section, the Drug and Alcohol Testing Unit, and the Technical Services Section, which includes the Disabilities Management Unit.
