Types of Solicitations

The State of Michigan uses various types of solicitations to satisfy its needs for goods and services.

 

Invitation to Bid - An Invitation to Bid (ITB) contains specifications designed to meet a well-defined state need. It informs the bidder of requirements for submitting a price quotation based on the ITB specifications. Award is based on an evaluation of price meeting those specifications.

 

Request for Proposal - A Request for Proposal (RFP) is typically a more complex Invitation to Bid that contains more general specifications designed to outline the minimum State requirements. Bidders must submit proposals in accordance with the requirements of the RFP.

 

Request for Information - A Request for Information (RFI) is used when the State seeks help in securing information which may ultimately result in the issuance of an ITB. It may be used to determine if a vendor can provide the desired level and type of services in a cost-effective manner.
