Airport Crack-Sealing & Pavement Marking Programs

The Airport & Aviation Service Divisions (AERO) are responsible for the overall administration of aviation programs and airport development within the state. AERO provides assistance to communities by coordination and developing air service, and enhancing air transportation and state commerce by implementation of the states "Airport System Plan". This includes the preservation of existing facilities.

AERO is continuing the annual statewide program for crack sealing and paint marking. The basis of funding for the program is a 50/50 split of State and Local funds for each locations project. The State will provide matching funds up to $15,000 over any consecutive three year period. Available state funds are the controlling factor for each project. You will be fully responsible for payments of all quantities that are outside of your contract. The crack sealing and paint marking are separate contract programs.

Why should my airport have a Pavement Maintenance System? (PMS)
First you will find it in your best interest and ease of management to start a system if you don't have one. If you receive federal funds, under Public Law 103-305, section 107, amends Title 49, section 47105, of the United States Code to require sponsor assurances on preventative maintenance with certain applications. The provision requires, for any project to replace or reconstruct pavement, that the sponsor assure the airport has implemented an effective pavement maintenance management program.

Use FAA AC No: 150/5380-7 to help get started enhancing your system. The FAA AC website has documents to download. The ASTM site has the following reference sources to guide you in forming your PMS:

  • E1166-00
  • E1777-96
  • D5340-98

I have no expertise in pavements. I don't know the terminology, how will I know what to do?

I have a basic understanding of the importance of a PMS at my airport. I want to learn more about the right fix at the right time on my pavements. Can AERO help me?
The Federal Highway Administration along with the Strategic Highway Research Program and the Long Term Pavement Performance Program have produced several manuals to help in your interest to understand and development of a PMS.

While reading these manuals think of your runway as a section of road. Some of the treatments spoken of would not be used due to the inherent FOD hazzard risk. Most of the pavements at the airports in Michigan are asphalt and the crack sealing program at this time is set up for this type of construction.

What are the FAA standards for paint marking?
We use the FAA AC 150/5340-1H.1 along with the state standard plan ST-M- 111

How can I estimate the quantities of paint for my airport?
Follow the step by step instructions on the seven forms
